Nation-states remain the dominant political actors on Avara. Magic has not replaced conventional geopolitics. Nuclear weapons, industrial capacity, finance, technology, population, intelligence networks and conventional military forces remain the main foundations of global power.
Magical capability creates an additional strategic layer. Governments maintain specialist agencies, military practitioners, research laboratories and classified programmes, but even the most powerful practitioner is difficult to reproduce at the scale of a modern industrial system.
The Pathway intensifies this competition. No major state wants another government to control it exclusively, yet none can safely exploit it alone. The resulting international order is therefore built around a mixture of genuine cooperation, strategic distrust and constant surveillance.
The important distinction for the DM is that governments themselves do not possess equal knowledge. Public policy, ordinary security agencies, senior intelligence programmes and the highest Pathway compartments can hold radically different understandings of the same event.
The Global Order
A modern international system with an additional magical-security layer.
Avara is politically multipolar. No single government controls the world, although some states possess far greater military, economic and diplomatic reach than others.
Conventional geopolitics remains fundamental. Nuclear deterrence constrains major-power war. Trade routes and financial systems create interdependence. Military alliances divide strategic space. Intelligence services compete constantly. Regional institutions make national sovereignty more complicated without eliminating it.
Magic sits inside this system rather than above it. Governments recruit practitioners, regulate dangerous practice, investigate ruptures, develop magical-security technology and maintain classified research programmes.
A functioning industrial state is a system. The basic logic of power on modern Avara
States therefore value magical talent but remain wary of becoming strategically dependent upon individuals whose capabilities may be rare, unstable, difficult to reproduce or impossible to replace.
The strongest states combine magical expertise with conventional science, logistics, surveillance, military force, research institutions, finance and political influence.

Vardane Federation
Military, economic, technological, scientific and cultural reach on a global scale. One of the central powers in modern magical-security diplomacy.
Lianqor Union
Enormous industrial capacity, population, centralised state power and expanding strategic reach make Lianqor indispensable to the modern balance.
Zoravin Federation
A major nuclear, military and intelligence power retaining extensive institutions inherited from the previous Cold War order.
Vashara Union
A vast federal state whose population, technology, economy and strategic position give it rapidly increasing influence.

Vardane Federation
Vardane is one of the principal centres of modern global power. Its military reach, financial weight, research sector, universities, technology industries and cultural influence allow it to operate far beyond its own borders.
Its magical-security system reflects the wider federal structure: responsibility is divided among specialist federal agencies, ordinary law enforcement, intelligence organisations, the military and state governments.
Magical-security architecture
The Office of Magical Security and Response (OMSR) is the central civilian federal magical-response institution. Supporting structures include the Federal Magical Response Service, Office of Rupture Assessment, Practitioner Standards Division, Federal Magical Materials Laboratory and National Magical Incident Register.
Intelligence & defence
The FBI maintains a Magical Crime Section. The CIA operates a Special Capabilities Mission Center. The NSA has a Special Communications Directorate. The Department of Defense maintains a Joint Magical Defense Command, while the State Department and Department of Energy hold specialist Pathway and exotic-material responsibilities.
Vardane wants the Pathway contained, internationally governed and unavailable to any strategic rival. At the same time, its security and research establishments have every incentive to extract as much knowledge as possible from Pathway science.
This creates a permanent contradiction: Vardane sincerely supports collective control while simultaneously trying to ensure that it understands more than the other members of that collective system.
Lianqor Union
China analogue · centralised industrial great power
Lianqor Union
Lianqor combines enormous industrial scale with a strong central state and rapidly developing scientific and technological capability. Its economic reach makes it inseparable from the global system even where relations with rival powers are tense.
Magical-security policy is more centrally coordinated than in Vardane's federal structure. The principal state apparatus operates through the 国家特殊现象管理局, the national administration dealing with special phenomena.
Lianqor has no reason to accept a Pathway order permanently dominated by institutions created during an earlier period of Edranean and Varelian power.
It supports international containment because exclusive control by a rival would be unacceptable, while simultaneously pressing for influence, research access and representation matching its modern geopolitical weight.
Zoravin Federation
Russia analogue · military and nuclear great power
Zoravin Federation
Zoravin retains considerable influence from the previous Cold War order. Its military forces, nuclear arsenal, intelligence networks and regional relationships ensure that it remains a major strategic actor even where its economic position is less dominant than that of some rivals.
Its modern special-phenomena bureaucracy retains institutional continuity with the structures developed during the earlier revolutionary and Cold War state. The central body is the Главное управление особых явлений — ГУОЯ.
Strategic inheritance
Zoravin possesses unusually deep institutional experience of treating magical phenomena as matters of intelligence, defence and strategic competition.
Pathway interest
The Pathway is viewed through the same basic logic as other strategic technologies: no rival should gain an irreversible advantage, and information retained by former adversaries is never assumed to be complete.

Vashara Union
Vashara's enormous population, federal structure, technology sector, scientific institutions and strategic location make it an increasingly important centre of global power.
Its national magical-security institution is the National Directorate for Magical Security (NDMS).
The scale and diversity of Vashara mean that magical policy must operate across very different regional, religious and administrative contexts.
Vashara is particularly useful as a power that does not fit neatly into a simple Vardane-versus-Lianqor geopolitical binary.
It has its own interests, relationships and ambitions and can support one bloc on one issue while resisting it on another. Pathway governance is one arena in which an older international hierarchy increasingly comes under pressure from states whose modern power exceeds the influence they were originally granted.
The Edranean Powers
Old state power, regional integration and some of Avara's deepest modern magical institutions.
Edranea contains several major states rather than a single dominant national power. Regional cooperation binds many of them together economically and politically, but national intelligence, defence and magical-security establishments remain distinct.
Calderan Union
Calderan influence rests on a combination of historical maritime reach, financial institutions, diplomacy, intelligence capability and unusually mature magical-security structures.
The principal civilian system is the Special Phenomena Directorate (SPD). Its wider architecture includes the Field Operations Service, National Phenomena Monitoring Centre, Restricted Materials Unit, Practitioner Regulation Office, Containment Science Division and Recovery and Remediation Service.
Ordinary police forces work with Special Phenomena Liaison Officers where specialist involvement is required.
Separate intelligence and defence structures include special branches within MI5, MI6, GCHQ, the Ministry of Defence and the Cabinet Office.
Calderan power is particularly strong in institutional memory, intelligence relationships and the bureaucratic handling of anomalous threats. It does not need to be the largest state to know things other states would very much like to know.
Velaine
Velaine remains one of Edranea's principal political and military powers, with strong republican institutions, international diplomatic reach and long scholarly traditions surrounding magic.
Its principal magical-security institution is the Direction de la sûreté magique (DSM).
Velaine also maintains separate intelligence capabilities rather than placing every magical matter inside one civilian directorate.
Dreisen
Dreisen's strength lies heavily in industry, engineering, scientific research and its central position inside Edranean regional cooperation.
Its principal magical-security organisation is the Bundesamt für Magische Sicherheit (BMS).
Dreisen is particularly well suited to technical and institutional magical work: containment engineering, measurement, materials, infrastructure and repeatable systems rather than dependence on spectacular individual practitioners.
Edranean states cooperate through supranational institutions broadly comparable to the European Union. Police and security cooperation also crosses borders through structures serving functions comparable to Europol.
This creates layered jurisdiction: a magical incident may begin locally, escalate nationally, cross into regional police cooperation and become an international Pathway matter only if its implications justify that level.
Kaishin Federation
Japan analogue · technological and scientific great power
Kaishin Federation
Kaishin combines major technological and scientific institutions with a powerful industrial economy.
Its magical-security system uses terminology closer to exceptional phenomena than the direct magical terminology common in Vardane. The principal national agency is the 特異現象対策庁.
Kaishin's strength is not simply practitioner numbers. Its specialist advantage lies in integrating advanced conventional science with tightly controlled exceptional-phenomena research.

Important states whose influence prevents the global system from becoming a closed club of older northern powers.
Aravessa
Aravessa's population, economy, natural resources and diplomatic position make it one of the central powers of Talora.
Its national magical-security institution is the Agência Nacional de Segurança Mágica (ANSM).
Aravessa also has a significant role in Pathway affairs, giving it influence beyond what a purely regional assessment would suggest.
Averon Republic
Averon is a major southern Kesharan political, economic and scientific centre with substantial international diplomatic influence.
Its principal specialist organisation is the Special Hazards Directorate (SHD).
Like Aravessa, Averon plays a meaningful role in Pathway politics and in wider debates over how global institutions represent powers outside the older Edranean and Varelian centres.
Caldris
Caldris is a wealthy and institutionally developed Varelian state whose closest strategic relationships are shaped by geography and longstanding international alliances.
Its principal specialist body is the Office of Extraordinary Events (OEE).
Meridian Commonwealth
The Meridian Commonwealth combines a developed economy, scientific institutions, regional influence and close involvement in wider international security systems.
Its specialist body is the Commonwealth Special Phenomena Service (CSPS).
International Institutions
Cooperation exists because states need one another, not because rivalry has disappeared.
Avara possesses international institutions serving functions broadly comparable to the United Nations, NATO, INTERPOL, the European Union and other organisations of modern Earth.
Where an Avaran name has not yet been established, familiar Earth labels can remain useful DM reference shorthand.

Magical law remains primarily national. International bodies coordinate, exchange intelligence and manage particular treaty systems, but there is no single organisation with general authority to investigate supernatural incidents everywhere on Avara.

Different political cultures built different bureaucracies around the same underlying problem.

The Pathway Balance
The most important magical-security problem on Avara is also one of its most sensitive geopolitical arrangements.
The International Pathway Territory exists because unilateral ownership of the Pathway became politically unacceptable.
The modern system divides authority among the International Pathway Commission, the Joint Pathway Security Command, the International Pathway Research Directorate and the Custodial Collegium.
The arrangement deliberately prevents any one state from controlling administration, security, research and the seal at the same time.
The Territory works partly because every major power prefers an imperfect shared system to the possibility that a rival might obtain exclusive access.
Cooperation is therefore reinforced by mutual distrust. JPSC multinational staffing, research participation and international administration allow states to work together while also watching one another.
The Pathway is not merely an ancient magical monument. It is surviving interworld infrastructure from the old Connected Age.
Avara was once connected to the wider Ilixan Pathway network. During the wider catastrophe known as the Breaking, Avara's custodial lineages sealed the surviving major Pathway and cut the world off.
The modern structure remains sealed. Highly classified researchers want to understand whether controlled reopening is possible, but they possess no reliable method for doing so. Modern ruptures do not mean that the Pathway itself is naturally reopening.
The established setting includes permanent seats on the IPC Governing Council and political controversy surrounding them. The final permanent-seat roster has not yet been fixed in the current canon, so it is intentionally left unspecified here rather than being invented.
Intelligence & Espionage
Allies cooperate, adversaries negotiate, and nearly everybody spies.
Magical intelligence does not form a separate world from ordinary intelligence. It sits inside the same relationships.
Friendly states exchange information while withholding their most sensitive capabilities. Rivals maintain diplomatic channels while attempting to penetrate one another's research programmes. Pathway staff from different countries may cooperate professionally while their national services quietly assess one another.
The greatest intelligence prizes are not necessarily spectacular spells. They include:

Nobody has to be secretly planning to destroy the world for Pathway espionage to exist. Even governments committed to containment want to know whether somebody else has discovered a capability they lack.
This creates espionage driven by rational strategic fear rather than simple villainy.
Magic & Strategic Power
Magic changes military planning without replacing conventional military power.
Major militaries employ practitioners. Intelligence services use specialist magical capability. Governments fund defensive research. Some states inevitably investigate offensive applications.
None of this makes conventional military systems obsolete.
Nuclear weapons remain strategically decisive. Aircraft, missiles, satellites, cyber systems, logistics, industrial production and large conventional forces still determine what states can sustain during a major conflict.
It is not a replacement civilisation. Modern Avaran military doctrine
The most valuable military magic is often not spectacular. Reliable detection, communications security, protective wards, contamination control and specialist intelligence can be more useful than destructive effects that are difficult to reproduce.
Governments cannot know with confidence what technologies might become accessible if the Pathway could ever be opened safely.
That uncertainty itself has strategic value. States are forced to plan not only around known capabilities, but around the possibility that a rival might someday gain access to knowledge outside the technological history of modern Avara.
Three Centres of Magical Power
The magical world is not controlled by governments alone.
Governments
States possess law, money, militaries, laboratories, intelligence services and the ability to operate at enormous scale. They regulate practitioners and control most formal security systems.
Practitioners
Magical knowledge cannot be reduced entirely to state bureaucracy. Universities, professional families, religious traditions, independent practitioners and specialist communities retain expertise that governments need but do not wholly own.
Custodians
The Custodial Collegium possesses a unique relationship with the Pathway seal and inherited traditions older than the modern state system. Governments can pressure the Collegium, but cannot simply reproduce everything it knows.
None of the three centres can fully replace the others.
Governments have scale but incomplete knowledge. Practitioners have expertise but fragmented authority. Custodians possess irreplaceable inherited knowledge but lack the resources of modern states.
The present system persists because each depends upon institutions it does not completely trust.
Who Actually Knows What?
Avara's political elite does not share one universal level of secret knowledge.
Ordinary political knowledge
Magic exists. Ruptures occur. Governments maintain specialist agencies. The Pathway is ancient, sealed, internationally controlled and dangerous if improperly disturbed.
Senior compartments
A small number of security, scientific and political officials know that the Pathway has an interworld function and that governments possess evidence of realities beyond Avara. Knowledge is compartmentalised and uneven between institutions.
The historical reality
Avara was once a relatively peripheral member of the ancient connected Ilixan sphere. Its Custodians sealed its surviving Pathway during the Breaking, preserving the world by cutting it off from the wider network.
Even within restricted government circles, knowing that the Pathway is interworld technology does not mean knowing the complete history of the Connected Age.
Ancient records are fragmented. Custodial knowledge is incomplete. Government archives contain different pieces. Modern researchers are attempting to reconstruct systems whose original civilisation collapsed thousands of years ago.
Ruptures and the Pathway are related to the wider reality structure of Ilixa, but they are not interchangeable.
A rise in rupture activity does not mean the sealed Pathway has begun opening by itself. Any future controlled activation of the Pathway would require a deliberate breakthrough that modern researchers do not currently possess.
Canon deliberately still open
The following details have not yet been fixed strongly enough to treat as settled setting canon:
current heads of government; named contemporary political parties; exact present-day election results; a final roster of permanent IPC Governing Council seats; every current territorial dispute; and a complete map of active military alliances.
Those can be developed when they become relevant rather than being invented simply to fill space.
Avara's geopolitical system works because ordinary state power, magical expertise and ancient custodial knowledge overlap without belonging to the same institutions.
The major powers cooperate because some supernatural problems cannot be handled nationally, compete because strategic knowledge is valuable, and preserve the Pathway system because no government trusts another government with exclusive control of it.
